Your best assurance of not having loaded dice is to bring your own one, and do frequent dice changes.
You should also insist on precision dice regardless, which are easily identified as each face is a perfect circle, the corners are beveled, and the pips are inlaid plastic, not indented holes that are painted. The best ones are translucent, which is also a anti-cheating feature. If you are really worried that you are being cheated by someone you play against, it is probably better to find a new opponent.
